About this guide
For competent inspectors, in the building.
This is a how-to guide, not fire-safety training or legal advice. It assumes you are a competent person or professional fire inspector who understands your organisation's fire risk assessment process, escalation routes and evidence standards.
Use it when you are revisiting an existing property and need to complete a pre-set fire questionnaire in Orchestrate. The guide follows the common field journey: sign in, open Inspections/Forms/Checklists, prepare the right template and site, carry out the inspection, complete the fire likelihood and impact assessment, then sync the completed audit back to Concerto.
UK fire-management context
GOV.UK guidance says the responsible person must carry out and regularly review a fire risk assessment, keep a written record, identify fire hazards and people at risk, evaluate and reduce risk, record findings, prepare emergency plans and review them. The Regulatory Reform (Fire Safety) Order 2005 is the main fire-safety legislation for workplaces and common parts in England and Wales. Orchestrate is where you capture the field evidence that supports that management process.
Safety first
If you identify an immediate life-safety concern, follow your local escalation process before continuing data entry. Do not delay urgent action just to complete the questionnaire.
Before you start
You need permission to see Inspections/Forms/Checklists, access to the site, and the relevant fire questionnaire template downloaded to your device. If any of these are missing, ask your administrator.
Part 1
Getting set up.
Install Orchestrate, accept the first-run prompts, log in, then open the inspection area from Home.
1.1 Install and open Orchestrate
- Open your app store. Use the App Store on iOS or Google Play on Android.
- Search for Concerto Orchestrate and install it.
- Open the app. The app starts first-run onboarding before sign-in.
1.2 First-run onboarding
The first time you open Orchestrate, the app asks for permissions before sign-in. You can change these later in your phone's Settings.
- Camera. Required for QR-code login and for any photo or scan steps your questionnaire uses. Tap Allow.

1.3 Logging in
You'll need three things from your manager or administrator: a URL for your organisation's Concerto, a login name and a password.
- Enter the URL. Type it exactly as supplied. The app checks it and shows a green tick when it is valid.
- Enter your login name. This is usually your work email address or a short user code.
- Enter your password. Tap the eye icon if you need to check what you have typed.
- Tap Login. If you see "Concerto is warming up. This may take a little longer than usual.", wait for the app to finish connecting.

Tap Sign in with SSO instead of entering a password. Finish signing in on your organisation's sign-in page and you will be returned to Orchestrate.
If your device was pre-configured
Tap Scan QR code on the login page and point the camera at the QR code your administrator has provided. The URL and login name fill in automatically.
Multi-factor sign-in — Login with a QR code
If your organisation requires multi-factor authentication, use the QR code flow shown on the Login page. Generate the QR code in the Concerto website, then scan it from the app.
- Log in to the Concerto website on a desktop or laptop.
- Click your initials in the top right of the home page.
- Click "Scan to Login to App". A QR code appears on the web page.
- Scan the QR code. On your phone, tap Scan QR code on the Orchestrate Login page, then point the camera at the QR code. You are signed in.

Once you have signed in with a QR code on a device, biometric sign-in lets you use Face ID, Touch ID or fingerprint next time.
Forgotten password
Tap Forgotten password?, enter your URL and login name, then tap Reset Password. You will receive an email with instructions.
Accepting the Terms and Conditions
The first time you log in, you may be asked to read and Accept the Concerto Terms and Conditions. You will only see this again if the terms change.
Heads up
If you mistype your password too many times your account may be locked. Speak to your manager or administrator to get it unlocked.
1.4 The Home page
After logging in you land on the Home page. You only see the tiles your role has access to.

- Sync spinner — turns when Orchestrate is communicating with Concerto.
- Messages — opens messages from your office or administrator.
- Avatar / menu — opens profile, settings, help and sign-out options.
1.5 Open Inspections/Forms/Checklists
On the Home page, tap Inspections/Forms/Checklists. The landing page opens with two tabs: Assessments for inspections already in progress, and Download Site for pulling site data down to the device.

Preparing templates and sites.
Fire inspections in this area use questionnaire templates. Download the template first, download the site, then start or resume the assessment.
2.1 Download the fire questionnaire template
If no fire template has been downloaded to your device, the app will prompt you to download your first template. You can also open Options and tap Manage templates.
- Open Manage templates. Use the Options sheet from the assessment area.
- Search for the fire questionnaire supplied by your organisation. The name might be specific, such as Fire Risk Audit, Fire Door Inspection or Fire Safety Checklist.
- Tap the template. The Download form template popup opens.
- Choose Download and start if you are ready to begin, or Download to device if you only want to prepare the phone.

When a questionnaire is configured as IsFire in Concerto, Orchestrate adds an extra Update fire assessment step on the summary page. That step asks for likelihood, potential consequence and notes, then shows the calculated fire risk rating.
2.2 Download a site
Download the property before you start the inspection so the app has the site, block and room data it needs. This also helps when mobile signal is poor in stair cores, basements, plant rooms and service areas.
- Tap the Download Site tab.
- Search for the property by name or reference.
- Tap the site to download it to the device.

Existing fire inspections appear on the Assessments tab. Each row shows the questionnaire name, site, date, progress gauge and compulsory-answer count. Tap a row to continue where you left off.

Starting a fire inspection or audit.
A new fire inspection starts by choosing the questionnaire, site, block and, where relevant, lease. These choices anchor every answer to the correct property record in Concerto.
- Tap Add in the Assessments tab. If there are no assessments yet, tap the round plus button.
- Choose the form to complete. Select the fire questionnaire from Form to complete.
- Choose the site. Use the site picker to select the property you are resurveying.
- Choose the block. Select the building, block or area covered by the inspection.
- Choose the lease if shown. Some inspections are lease-specific; if the Lease field appears, select the relevant agreement.
- Tap Start inspection.

Check the form, site and block before you start answering questions. A complete audit on the wrong block is harder to correct than a missed selection at the beginning.
Part 4
Working through locations and questions.
Fire questionnaires can be single-location or multi-location. For a resurvey of an existing property, you will often work room by room or area by area.
4.1 Choose or add a room
If the questionnaire is multi-location, Orchestrate opens a Rooms list. Tap an existing room to continue, or tap Add room if you need to include a new area found during the resurvey.

The Summary page shows the questionnaire name, site, room details if applicable, section cards, progress and compulsory-answer counts. Tap a section card to answer its questions.

Your exact questions are controlled by the Concerto template, but common fire audit evidence includes:
- Escape routes and exits — clear routes, unlocked final exits where required, suitable signage and lighting.
- Fire detection and warning — panel status, detector coverage, alarm call points, known faults or isolation.
- Fire-fighting equipment — extinguishers present, accessible, in date and suitable for the risk.
- Compartmentation and doors — fire doors closing properly, seals and glazing intact, penetrations and service risers managed.
- Housekeeping and ignition sources — combustible storage, waste, electrical loading, plant rooms and contractor activities.
- Vulnerable people and evacuation arrangements — where the building use requires additional planning or support.
4.3 Answer the questions
Each section contains the questions defined in the template. You may see lookup choices, radio buttons, multi-select fields, text boxes, memo fields, number fields, dates or time fields.
- Read the question and guidance text. Some templates include inspection notes or answer-specific prompts.
- Record what you find. Choose the answer that reflects the condition on site.
- Add supporting detail. Use notes, photos or actions where the template provides them, especially for defects or non-compliances.
- Clear compulsory questions. A red warning icon or incomplete compulsory count means something mandatory still needs an answer.

If a route is blocked, a door does not close, detection is isolated or housekeeping creates a credible ignition/fuel issue, record it clearly. The audit is a risk-management record, not a presentation exercise.
4.4 Use the extra question buttons
Depending on how the questionnaire is configured, each question can show extra buttons below the answer: Note, Action and Image. You may see one, two, all three or none at all.

Configuration controls what you see
If a button is missing, it usually means the questionnaire designer has not enabled that option for the question. It does not necessarily mean your app is faulty.
4.5 Add notes
Use Note when the selected answer needs context. Notes are useful for explaining judgement calls, recording a temporary condition, or describing why a risk was assessed in a particular way.
- Tap Note under the question.
- Enter the inspection note. Keep it factual, specific and useful to someone reading the audit later.
- Use standard note chips if they are shown. These insert approved wording and help keep reports consistent.
- Tap Save. The note appears back under the answer as supporting commentary.

Write notes such as "Final exit partially obstructed by deliveries at time of inspection" or "Fire door closes fully when released; minor intumescent strip damage noted on hinge side." Avoid vague notes such as "OK" or "needs looking at".
4.6 Raise actions
Use Action when a finding needs follow-up. In a fire inspection this might be clearing combustible storage, repairing a self-closer, investigating alarm faults, replacing missing signage or arranging remedial works.
- Tap Action under the question.
- Add the action details on the Actions page. Follow your organisation's rules for priority, owner, due date and description.
- Save the action. Return to the question when finished.
- Check the count. The Action button shows how many actions are attached to that question.

Raising an action in Orchestrate creates the audit record, but it does not replace your immediate escalation process. If the finding presents an immediate risk, notify the responsible person or helpdesk as required before moving on.
4.7 Add images
Use Image to attach photographs to a specific question. Photos are strongly recommended for visible defects, access issues, blocked routes, damaged fire doors, missing equipment, poor housekeeping and any finding that may need remote review.
- Tap Image under the question.
- Tap Take Photo. The camera opens if permission has been granted.
- Capture the evidence clearly. Take a wide shot for location context and a close-up for the defect where useful.
- Review the image list. Delete and retake any blurred, dark or misleading images.
- Return to the question. The Image button shows the number of attached photos.

Make the photo useful without needing you standing next to it. Include the location context, keep the defect in focus, avoid capturing personal data where possible, and do not put yourself at risk to get a better angle.
Part 5
Completing the fire assessment.
When a questionnaire is marked IsFire, Orchestrate adds a fire assessment panel to the summary. This captures likelihood, potential consequence and the calculated fire risk rating.
From the Summary page, tap Update fire assessment. The Fire assessment page opens.
- Select likelihood of fire. Consider the probability of a fire starting, based on ignition sources, fuel load, activities, occupancy, controls and previous findings.
- Select potential consequence of fire. Consider likely injury, property damage, business or service impact, evacuation complexity and the people at risk.
- Review the fire risk rating. Orchestrate matches your likelihood and consequence choices to the configured fire matrix and displays the rating, colour and description.
- Add assessment notes. Explain the judgement in plain language. Include the main drivers of the rating and any immediate escalation already made.
- Tap Save. The summary page updates with the fire matrix result.

Matrix values are configured
The likelihood labels, impact labels, colours and descriptions come from Concerto. Use the definitions agreed by your organisation; do not assume every tenant uses the same scoring scale.
Report preview
Previewing the final report PDF.
Before completing the audit, you can preview the PDF report from the Options menu. This is useful for checking that the main answers, notes, actions, images and fire assessment summary read correctly as a report.
- Open Options from the Summary or Rooms page.
- Tap PDF report. Orchestrate creates the PDF and opens a preview on the device.
- Review the report. Check the site, block, room, question answers, notes, actions, images and fire assessment outcome.
- Return to the audit and correct anything that needs changing before you mark the form as completed.

The PDF report is generated only when the device has an internet connection. If you are offline, finish recording the inspection locally, reconnect when you can, sync if needed, then open PDF report again.
Part 6
Completing and syncing the audit.
Before you leave the property, check the summary, complete the form, then make sure the record has synced back to Concerto.
6.1 Review the summary
Return to the Summary page and check each section. The answer count, compulsory-answer count and progress bar show what remains. If the questionnaire is multi-location, return to the Rooms list and check each room's progress.
6.2 Mark the form as completed
- Open Options. Use the button at the bottom of the Summary or Rooms page.
- Tap Mark form as completed. If compulsory answers are missing, return to the relevant section and complete them.
- Wait for the confirmation. The thank-you screen confirms your answers will be uploaded to Concerto shortly and removed from the device.

Orchestrate syncs in the background when the device has signal. You can also tap the sync button in the title bar to push pending inspection updates immediately.

Tap sync while you still have a reliable connection. If anything remains unsent, you can deal with it before leaving the building.

Troubleshooting
If something doesn't look right.
