About this guide
For competent surveyors, on site.
This is a how-to guide, not asbestos awareness training. It assumes you are a competent asbestos surveyor who understands ACMs, material assessment, priority assessment, reinspection intervals and your organisation's asbestos management plan.
Use it when you are revisiting a property with existing asbestos records and need to check each item, update its condition and priority information, add photos or notes, and send the updated record back to Concerto.
UK asbestos management context
HSE guidance says dutyholders should keep an up-to-date record of the location and condition of asbestos-containing materials (ACMs), assess the risk of exposure, monitor ACM condition, and share location and condition information with anyone who may disturb the material. Orchestrate is where you capture the field evidence that keeps that register current.
Safety first
If you find suspected asbestos that is damaged, deteriorating or may be disturbed by work, follow your method statement and local escalation process. Do not disturb the material to get a better photograph or measurement.
Before you start
You need the Asbestos reinspections tile on your Orchestrate Home page. If it is missing, ask your administrator to check your permissions.
Part 1
Getting set up.
Install the app, allow the required device permissions, sign in, then open the asbestos reinspection area from Home.
1.1 Install and open Orchestrate
- Open your app store. Use the App Store on iOS or Google Play on Android.
- Search for Concerto Orchestrate and install it.
- Open the app. The app starts first-run onboarding before sign-in.
1.2 First-run onboarding
The first time you open Orchestrate, the app asks for permissions before sign-in. For asbestos reinspection work, the important ones are camera and photos.

1.3 Logging in
You need the Concerto URL, your login name and your password, unless your organisation uses single sign-on or QR-code login.
- Enter the URL. Type it exactly as supplied. The app shows a green tick when the address is valid.
- Enter your login name and password. Tap the eye icon if you need to check the password.
- Tap Login. The app opens Home after your details are accepted.

If your organisation uses QR-code login, generate the QR code from the Concerto website, tap Scan QR code on the app login page, and point the camera at the QR code.

Home shows the workflows your user can access. The asbestos workflow appears as a tile labelled Asbestos reinspections.

- From Home, tap Asbestos reinspections. The app opens the Asbestos inspections area.
- Use the tabs at the top. Current Sites shows asbestos surveys already downloaded to this device. Download site lets you search for another property.
Part 2
Downloading asbestos data.
Download the property's asbestos records before you walk the building. This gives you the current register, photos and reinspection dates on the device.
2.1 Resume a survey already on the device
- Open Current Sites. Each row shows the site name, address and asbestos survey type.
- Tap the site. Orchestrate opens the Buildings and Blocks page.
- Use the three-dot menu if you are finished. You can Complete survey or Delete survey from the downloaded-site menu.

- Tap Download site. Use the search box to find the property.
- Tap the correct site. Check the name and address before continuing.
- Read the download page. It confirms that the site's asbestos data will be stored on the device for field use.

- Select the type of survey or inspection. This is required. Pick the option that matches the job you have been instructed to carry out.
- Select a block if you only need part of the site. This is optional. Leave it blank if you need all available blocks.
- Tap Download to device. Wait for the download to complete before leaving signal.
Field tip
Download the site on reliable Wi-Fi before you begin. Asbestos records can include photos, drawings and previous inspection evidence, so a first download may take longer than a simple task list.
Part 3
Choosing what to reinspect.
Work block by block. Use the overdue counts and reinspection tabs to focus on the records that need attention first.
3.1 Pick a building or block
- Open the downloaded site. The Buildings and Blocks page lists the available buildings, blocks or land areas.
- Use Search if the site is large. Type part of the block name or reference.
- Check the badges. Records shows how many asbestos records are in the block. Overdue shows how many are overdue for reinspection.
- Tap the block. Orchestrate opens the Asbestos records page for that block.

The Asbestos records page has two main tabs:

Each record card can show the reference, reinspection date, floor and room, location, use, description, level of identification, asbestos type, photo indicators and sync state.

- Use the search box to narrow the list by visible record details such as reference, room or location.
- Tap the filter button to filter by Floor, Items not inspected yet or Items inspected.
- Tap the order button to sort by Reference, Re-inspection date or Room, in ascending or descending order.
- Tap a record to open the full asbestos record summary.
Part 4
Reviewing an asbestos record.
Read the existing record before you edit. The summary tells you what was previously found, where it is, how it was assessed and what action was recommended.

Open the Options sheet
At the bottom of the record summary, tap Options. The sheet gives you the actions available for the record:
- Update inspection details — photos, condition, recommendation, priority, next inspection date and notes.
- Update priority assessment — occupancy, activity, access and maintenance factors.
- Mark as ACM not present/removed — evidence capture for records that are no longer present or have been removed.
- Undo removal details — shown when a record has already been marked as removed.
Part 5
Updating inspection details.
Use Update inspection details to record the reinspection outcome for the item: current condition, evidence photos, recommendation, next inspection date and notes.

Open the form.
From the asbestos record summary, tap Options, then Update inspection details.

Add or review photos.
Tap Add Photo, then choose Take photo or Choose from gallery. Capture clear evidence of the item and its condition without disturbing the material.

Update Current Damage/Deterioration level.
Select the level that reflects the condition at the time of inspection. This is the main field that captures condition change since the last survey.

Update the recommendation.
Choose the action that best matches your assessment, such as manage in place, repair, encapsulate, restrict access or refer for removal, depending on your configured lookup values.

Set the recommendation priority.
If a recommendation is selected, give it the appropriate priority. Use your organisation's scoring method and management plan.

Set the next inspection date.
Pick the suitable period before the next inspection. Shorten the interval where condition, access or likelihood of disturbance has worsened.

Add inspection notes.
Record observations on condition, access, damage, changes since the last inspection and any immediate actions agreed on site.

Tap Save.
The record returns to the list with an Edited — waiting to be sent status until it syncs.

Use the notes field to explain material changes, uncertainty and access limitations. A short reason helps the dutyholder understand why the status, recommendation or reinspection interval changed.
Part 6
Updating priority assessment.
Use Update priority assessment when the way the space is used, accessed or maintained has changed. These fields help assess the likelihood of disturbance and exposure.
- Open the priority form. From the record summary, tap Options, then Update priority assessment.
- Update Activity. Select the normal activity in the area.
- Update Location of disturbance and Access. Record how likely the material is to be disturbed by access, occupation or work activities.
- Update Extent. Select the option that best reflects the amount of material present.
- Update occupancy and use. Complete Number of occupants, Frequency of use and Average time in use.
- Update maintenance factors. Complete Type of maintenance and Frequency of maintenance.
- Tap Save. The priority assessment is saved to the local record and sent on the next sync.

HSE's duty-to-manage guidance expects risk to be assessed and reviewed. Priority assessment captures how people use and maintain the area around the ACM, not just the material condition itself.
Part 7
Recording ACM not present or removed.
Use this only where your inspection evidence and instruction support it. The app records the status; it does not replace removal certification, analyst records or your organisation's asbestos management process.
- Open the removal form. From the record summary, tap Options, then Mark as ACM not present/removed.
- Add supporting photos. Capture the location and any evidence that the recorded ACM is no longer present, where it is safe to do so.
- Select Removal status. Choose the status that matches your evidence, such as not present or removed, depending on your configured lookup values.
- Enter removal notes. Explain what you found and any limitations, for example inaccessible areas, concealed voids or incomplete evidence.
- Enter Removed by and Removal date if known. Leave these fields blank if you cannot verify them.
- Tap Save. The summary displays the removal status banner.

If a record has been marked as removed in error, open the record summary, tap Options, then Undo removal details. Check the record carefully afterwards and update inspection details if needed.
Evidence and governance
Marking a record as not present or removed changes how the register is interpreted. Make sure your note is clear enough for the dutyholder, auditor or next surveyor to understand the basis for the change.
Part 8
Syncing and completing the survey.
Your edits live on the device until they sync. Check the record status before leaving site or handing over the device.
8.1 Read the per-record sync status

| Edited — waiting to be sent | The record has local changes. It will be sent to Concerto on the next sync. |
| Sent | The record has been uploaded and the local copy matches the server. |
| No badge | The record has not been edited in this session, or no status is shown for that item. |
8.2 Trigger a sync manually
- Open the Asbestos records page. The sync icon appears in the title bar.
- Tap the sync icon. A spinner shows while Orchestrate sends your changes.
- Check the record cards. Edited records should move to Sent when the sync completes.

You can continue reviewing and editing downloaded records without signal. Sync waits until the device is online again. Before you finish the visit, reconnect and confirm that important changes show as Sent.
8.4 Complete the survey
- Return to Asbestos inspections. Open the Current Sites tab.
- Tap the three-dot menu on the site.
- Tap Complete survey. Use this only when the survey round is finished and your required records have synced.

Surveyor checklist
- Download the site and block before leaving reliable signal.
- Start with Requiring reinspection, then review Other records where access, use or condition has changed.
- Compare current condition against previous photos and notes before changing the record.
- Use clear photos and notes to explain every material change, recommendation or reinspection interval.
- Sync and check for Sent before completing the survey.

Troubleshooting
If something does not behave.

| No sites found | Check you are on the Download site tab, clear the search text and try the property name, postcode or site reference. |
| Site download is slow | Move to Wi-Fi or a stronger mobile signal. Large records with photos may take longer to download. |
| No blocks available for this site | The selected site may not have asbestos data for your chosen inspection type or block scope. Check the download options or ask the administrator to confirm the register. |
| Expected record is not in Requiring reinspection | Check Other records, remove filters and order by reference or room. The record may not be due in this survey round. |
| Cannot add a photo | Check camera and photo permissions in the device settings. If storage is full, free space before retrying. |
| Edited — waiting to be sent does not change to Sent | Check connectivity and tap the sync icon again. If it still fails, do not delete the survey; raise a support ticket with the site, block and record reference. |
